STAR: School Tax Relief New York State's School Tax Relief (STAR) Program provides property tax exemptions (also known as homestead exemptions) for New York homeowners. Basic STAR is available to anyone who owns and lives in his or her own home and earns less than $500,000. Enhanced STAR is available to senior homeowners whose incomes do not exceed $79,050. ****************************************************************************
(Westchester County Taxpayers: Westchester County towns are now authorized to change their taxable status date (the filing deadline for most exemption applications) from June 1 to May 1. Cities are governed by city charters. Please check with your City or Town Assessor to verify your taxable status date)

HOW STAR EXEMPTION AMOUNTS ARE CALCULATED

(Dates apply to assessing units with a final assessment roll date of July 1)The information below applies to Basic STAR exemption amounts. Enhanced STAR exemption amounts are determined in a similar manner to the Basic STAR amounts, except the base amount for the enhanced STAR exemption is $60,100, whereas the base amount for the Basic STAR exemption is $30,000.

April - Certification

Prior year equalization rate (or current year level of assessment for municipalities conducting reassessments)

× $30,000 × 3.3037 (Sales price differential factor for Westchester) = Amount A

Prior year Basic STAR Exemption Amount × .89 = Amount B

The higher of Amount A and Amount B becomes the Basic STAR Exempt Amount.

July/August - Possible Recertification

If the change in level of assessment between the prior and current assessment roll is more than 5 percent then ORPTS will estimate a new STAR exemption and compare the new exemption amount to the exemption amount certified in April. If the difference between the original exemption amount and the new estimate is 5 percent or more then ORPTS will certify a new STAR exemption. The estimate is calculated as follows:

Prior year equalization rate × Change in level of assessment factor* × $30,000

× 3.3037 (Sales price differential factor for Westchester) = Amount C

Prior year Basic STAR Exemption Amount × Change in level of assessment factor* × .89 = Amount D

*RPTL 1220 defines "change in level of assessment" as the net percentage increase or decrease in the assessed valuation of all taxable real property in an assessing unit from one final assessment roll to the next, other than increases or decreases in the assessed valuation of special franchises, transportation properties of railroads subject to a ceiling assessment, wholly exempt properties, and other than increases or decreases in value attributable to physical or quantity changes in the property.

If the higher of Amount C or Amount D is 5 percent or more different than the STAR exempt amount certified in April then the higher of Amount C or Amount D is certified as the STAR exempt amount.
